I think you can do this in-camera: shot in Interval Composite mode, [Average] setting. I haven’t tried it but it should work. However, after many years of spending many seemingly very long times waiting for other tourists to clear out from a scene, I have found that many sites and sights are improved by the addition of a few people. Adds scale, maybe a bit of action. YMMV.
