see the full effect. If you don't like heavy-handed effects, don't
bother looking.

There is a group for this effect on Flickr. Some of them are quite
lovely, in their own right. so this may have potential for some
images.
I'd never heard of Pixel Bender. It's not really my thing but I
thought it might be interesting to play with.
But I can't. Adobe has dropped development of it so you can only use
it in CS4 & 5. They put a simplified version in CS6/CC called 'Oil
Paint Filter' but even that has gone in CC(2014).
Oh well, I've avoided a bit of time wasting...
