I believe that they must submit their documents to Charity Navigator. There are a lot of great smaller charities not listed by CN, like my local Rotary Club's scholarship foundation. If you have the time and ability to investigate such a smaller unlisted charity, and are satisfied that they are properly managed, of course there is no reason not to support them, and I do. . With larger charities, however, I am suspicious if they have not done what is needed to be listed on Charity Navigator.
