Seemed like when I was there in 2010 the economy was plenty good enough for there to be massive numbers of automobiles on the streets. Bicycles (along with mopeds and scooters) were/are still popular because they offer an alternative to some of the traffic congestion in urban areas.

In my recent visit to Japan and China, I found that Tokyo and Beijing
are definitely cities that are dominated by the automobile, even
though Tokyo in particular has magnificent public transportation.
Kyoto, on the other hand, is a much more bike-friendly city.  Here is
one of three parking lots surrounding a large mall near the main train
station:
