I think the assumption is that most people would rather be surprised and delighted that all the photos they've taken, whether good or bad, are retrievable when they drop their phone into the toilet by accident*.
* I seem to recall reading that 70% (or some gawdawful percentage like that) of cell phone failures are caused by being dropped into the toilet by accident.
