I just realized that one of my small camera bags, a lowepro edit 140 would fit fairly well in the top section and do most of what I want. It would fit better without the handle on the top, but I don't know if I want to butcher it, because it's a rather nice small bag as it is.
Time to rummage through my old bags to see if I can find something better.
