Perhaps it is only accessible by foot like a couple of beaches in the Cape
Point Nature Reserve?
Big Beach looks ideal for tourists.

The beach at Makena State Park on Maui. For obvious reasons it is
called Big Beach, although its Hawaiian name is "Oneloa [big sand]
Beach." A short hike over the smaller of the two hills visible in the
first image leads to "Little Beach," a small (obviously) stretch of
sand which is one of the few places in Hawaii where the police
tolerate nudity, because of its isolation.

There is a much bigger beach in Hawaii, but almost no one is aware of
it. Anyone guess why?
