Shutterbug used to offer a booklet "Building a B&W darkroom" that may be
helpful. A couple of suggestions. Try to get as much headroom built in the
cellar as possible. At least 8', 10' would be better especially if you also
want to set up a mini studio. Build it a bit bigger then you think
necessary. Set it up with a wet side, make sure there is plenty of
ventilation. Put about twice the number of electrical outlets then you think
you will need, and consider using ground fault interrupter (GFI) plugs. Make
sure it has adequate heating and cooling. Explain to the contractor that
this needs to be light tight so he can take that into account when putting
things in. Formica counter surfaces and washable walls are good ideas also.

Keep your eyes open for used Besslar or Omega 4x5 enlargers. You can often
find them cheap and they tend to cover 35 and MF negs very evenly. College
towns are often a good source for them.
