Just doing a quick test, I applied some changes to an old PEF in Camera
Raw which created the XMP.  I converted the PEF to DNG and then deleted
the XMP.  On opening the DNG in Camera Raw, the changes were preserved.

So it seems you don't have to re-process the DNGs
