That is still related to the "simple" meaning "very good at learning or
thinking about things, showing intelligence or good judgment".
And I just went to the dictionary again and found the meaning (6th!) in
the dictionary (M-W) that I missed before:
http://www.merriam-webster.com/dictionary/smart
6 a : neat, trim <soldiers in smart uniforms>
b : stylish or elegant in dress or appearance
c (1) : appealing to sophisticated tastes (2) :
characteristic of or patronized by fashionable society
So, you example falls under this definition. And, I guess, the context
suggested by Alan and Bob is related to this one.
This definition broadens the spectrum of what it may mean if "someone
looks smart". ;-)
There is always an opportunity for *smart*-looking [Grin!] people to learn
something new!
Thanks, Stan!
Cheers,
Igor

The context where I have (often) heard this usage is in "he is a smart
dresser..." meaning "...looking very sharp...". None of this makes any
literal sense.

And thanks for sheding the light on "smart".
I've never encountered this use/meaning of the word "smart" (and I still
cannot find this meaning in the dictionary).

Igor,
Very smart is another way of saying a very nice, well crafted image.
And it is. Regards, Bob S.

Yep, indeed. I have yet another photo, but slightly to the left, so it
didn't include the Moon. Even though that one was a bit better technically,
- I preferred this one, with the Moon. It gives some charm to the sky.

PS. Alan, I am still puzzled why you called this "very smart", but thanks
anyway...

It could've been an "iconic" shot, but it was taken only last week:

All comments and suggestions are welcome.
