1- Apple's file system is not FATxx at all. It is specific to Apple macOS 
systems. macOS has the ability to read NTFS, and read/write to FAT16, FAT32, 
and ExFAT formatted volumes as well as the native macOS file system format. 

1a- Thumb drives and other flash drive plug devices can be formatted in macOS 
native or various FATxx formats.

2- The macOS operating system installer is intended to be run from the system 
boot up drive, installed in the Applications folder, for generations of macOS 
past v10.11. It's always best to put the installer in the Applications folder 
on your boot drive.
