Where I've seen them in eastern North Carolina (around the Pocosin Lakes
NWR), they're not there for the benefit of environmentalists, but for
motorists.

They have the same purpose as "Deer Xing" signs - to warn drivers
because hitting a deer (or a bear) can cause significant damage to your
vehicle, and might cause injury to passengers.

where there is cause for concern. You won't find them in official
handbooks. I can think of 3 ad hoc signs from around here. 1. "Hippo"
signs after a couple of accidents at night. 2. A "Crocodile" sign at
Tzaneen (N of here) after one was run over. & 3. A "Birds - Slow" sign S
of here where, for some reason, a lot of birds, especially doves,
congregate on the road. Some people do care & one hopes the drivers take
note.
