Using EV numbers to set exposure was common practice for about 20 years of 
Rolleiflexes and is still in use with Hasselblad V system lenses. Lots of other 
cameras used the system too. On my Hasselblad lenses, you set an EV number and 
then the shutter and aperture rings are coupled together so you can see all the 
combinations that work for the set exposure.

A lot of cameras allow you to tell the auto exposure to set a certain number of stops over or under, they often refer to these stops in terms of EV. I expect that this is what he is referring to.
