Might be govt staff or might be press. Not unusual out on the road these
days to see stills guys doing a bit of video for the agency/newspaper
website as required.

It's quite a historic occasion (no matter which part of the political
spectrum one sides with) and a bit of video after samey stills shots
will get plaudits from the boss.
