If the time stamp is stored in a standard time/date format all of this
is moot, (that's an incorrect use of the word moot, but hey everyone
does it). The way the K-5II seems to work, I haven't looked at the K20D
in quite some while but I assume it's the same), the Time Date structure
holds GMT and ever other display setting is an offset on that. The
problem is that governments cannot leave well enough alone and change
the rules and dates where DST and standard time apply. We should do
away with the whole issue. Standard time zones with a standard offset
from GMT and be done with it. DST never made any sense, and never will.
If we are insistent on keeping this abomination which damages peoples
health and doesn't actually do any of the things it's supposed to do,
then let updatable software such as the OS in your computer handle the
details in accordance with local law. Then once you set the date/time
in your camera you'll never have to think about it again.
I was using WinXP long past it's sell by date, and had to patch the DST
settings because the US government decided to change the dates DST
became effective. At least that could be more or less easily fixed.
There were no patches for a lot of firmware devices that I was using at
the time, including my *ist Ds.

I get bit by this every year, I forget to tick the DST box in the
