Go to a library and look at books of photography. Lots of them. Then decide what kind of photography you'd like to try. Street photography? Landscapes? Fashion? Wildlife? Look at as many genres as you can and decide what you'll like to pursue. Always remember that you can change your mind in a month or a year or ten years, but pick one to start.
Ask around about what kind of kit suits your chosen interest and go buy some secondhand stuff at B&H, Adorama or KEH.
