Fascinating. Is there a purpose or are the bottles meant to be decorative?

I think that's one of the functions but I can also imagine that it would be cheaper than an all concrete wall and also a way to lighten an interior. Given the building that had this wall I photographed, I'd say it was probably for the economic effect.
