This wasp looks like a yellowjacket, and will parasitise them in the Americas. Other species are targeted in the Eastern hemisphere.

Its strategy is to take over a nest with only a handful of workers by killing or ousting the other queen, and then coaxing the workers to feed it and tending its own larvae. Nasty little bugger.
