Step 1: Open Terminal on your Mac.
Step 2: Enter the following line and press Enter:
defaults -currentHost write com.apple.ImageCapture disableHotPlug -bool YES
To enable Photos to launch automatically for all devices connected to
this Mac, launch Terminal again and execute the following command:
defaults -currentHost write com.apple.ImageCapture disableHotPlug -bool NO
