Doesn’t matter if free or with a charge. Your copyright means that nobody can 
reproduce without your permission. Right?

I didn’t follow the link, but does the thief have a site that includes popup 
ads? So he/she is getting paid per page views by his/her advertisers? Which 
would mean that he/she does have some financial gain from attracting people to 
his/her site with the unauthorized copy of your book.

Irregardless, it is your book, nobody should be selling or giving away 
reproduced copies without your explicit permission. IMHO.
