A lot of that has to do with the way the internet was invaded starting in 1993 by barbarians who had no concept of polite behavior. It makes a lot more sense to have your reply be adjacent to the context, and trimming the unnecessary cruft so that not only can people tell what you are talking about, but also so that the reply chain doesn't grow to thousands of lines long, of mostly unneeded crap.
