USPS Priority International for a t-shirt sized pouch costs $32. Other services and other carriers are more expensive. There is a lower cost USPS rate, can't find it right now, but it's not tracked and delivery time is usually weeks.
I've run into this many times. Usually what I do is order two items I want and have them bundled for shipping at the same price. At least then I'm getting a payload that is more valuable than the shipping costs.
