It's "click-bait" advertising. I got the same ad show up for "Raleigh, NC" when I temporarily allowed "gravatar.com" and "pubmine.com" in NoScript to see if show EXIF data on the lens Subash is using.

I didn't follow the link, but based on the accompanying image, it's probably an advertisement for a product that prevents license plate scanners from capturing your plate number.

The problem with these devices is that most places that use the license plate scanner technology also prohibit the devices intended to defeat them. You can get a ticket just for having it on your car.
