I guess you get the mob scene at the Trevi fountain because everyone wants to see where Anita Ekberg took a dip, or wants to throw in a coin with the hope of returning to Rome (worked for me!). At the Spanish Steps, I'd guess because to get there is inevitably a long walk from anywhere else!
