In Chrome, press CTRL-SHIFT-I, that will open Developer Mode, then press
CTRL-SHIFT-M. That should take you to the phone/iPad emulation.
There's a drop down list in the menu bar to choose your device.

The only place I found "developer mode" was under "Extensions" in the tool
menu. I turned it on, but did not see any way to emulate my iPhone.

Use either Opera or Chrome as your web browser and switch to
"developer" mode. Set it to emulate the device (phone ) of your choice
and have at it.
