Just comparing Jack's photo, I think it could be.
We've got a nesting pair at Shelley Lake here in Raleigh. You can easily see the
nest from the greenway trail.
I don't have any decent photos. Been a bit under the weather and not in good
shape to lug my gear out there.

Large hawk. Atop a tallish remnant of a tree beside the visitor auto trail.
Not a substitute for an Eagle, but it's close!
