Welcome to the age of the location limited internet.  This will only get worse, Governments, secular pressure groups, corporations, religions, all want to control what you see on line.  So they do their best, not as bad as the great firewall of China...      Yet.

When I try to connect to "eu.usatoday.com" I get redirected to the American version usatoday.com.

Might be as simple as they have different advertisers for different locations around the world & they want to direct you to whichever version has ads appropriate to where the reader is located.

There may be stuff you can buy in the U.S. that's not available in Europe ... and vice versa.
