It’s the inconsistancy in the rulings that’s bothers a lot of people.
Things still go wrong with people's houses. Pipes still burst,
appliances still fail, furnaces and water tanks still conk out, roofs
still develop leaks, etc. Some service providers are needed to allow
people to deal with these sorts of things.
However, I don't think all the aisles of big box stores should be open.
The plumbing fittings aisle, for example, is one that should be
available, the aisle selling interior acrylic paint, not so much.
Granted government regulations are often cudgels, but to use your
fishing example, there is probably nothing wrong with sitting in a canoe
in the middle of a lake with no one around you, but getting to that lake
requires a trip to the gas station, a trip to the bait shop, maybe a
trip to Cabella's to buy that nice shiny new lure that is guaranteed to
catch more fish, a trip to the beer store, a chat with your next door
neighbor about what your weekend plans are and can they please keep an
eye on the house for you, and probable interactions with other people
while putting your boat into the water. Add to this the distinct
possibility that you will have a car accident on the way to or from the
lake, the possibility that you will fall out of your canoe or put a fish
hook in your eye, and it becomes fairly evident that an innocent fishing
trip is not so innocent.
It's not the inconsistency of rulings, it's the inability of people to
think past the end of their noses that causes them to see
inconsistencies. It's also a very human (and I think conservative
thinkers (I know, that's an oxymoron) are more prone to it) view that
the rules don't apply if they can spot any sort of loophole.
Witness your own president railing about how mail in voting is rife with
fraud and should be done away with while dropping his vote in the
Florida election into the mail box.

I work for a big box home improvement store. With so many offices closed
down and people being told to stay home, it seems that repainting the
house has become a favorite pastime.
The reason why so many things are being temporarily outlawed is to try
to keep people from interacting closely with each other and to try to
limit "accidental" hospital visits.
You might want to go water skiing this weekend, but odds are, your local
hospital doesn't want to have to treat you for drowning, etc. They have
enough on their plate already.
