I've had considerable success creating Panos in Elements (probably the same in the full Photoshop) - cylindrical mode. If displayed at full height on the screen, one can scroll L & R at will. I posted this one last year:

I don't have Flickr Pro (therefore no control over display size) so you would need to download & increase the height to preserve the right angles of the road intersections. It is an 8 frame, 360° Pano of the intersection by my house.
