It's for use with old style Focal Plane Flashbulbs. These bulbs had a relatively linear output with respect to time. The FP sync ignites the flash bulb just before the first shutter opens which allows a wide range of shutter speeds to be used for flash exposure. This is very simplified, however FP would allow the use of high shutter speeds for flash, or extended distance with slow shutter speeds.
