I think lots of them come from stock agencies, shot by pros on other
assignments, or on vacation.  Lots of pros carry a good P&S with them just
in case they see something that they want to submit for stock.

I don't know where you are getting this information or if you are just 
guessing, but I am guessing that most postcard images come from either local

photogs (may be pro or hobbiest) or from stock agencies.
