Sure you aren't the 1st to ask this question. The only reason I can imagine
is that Pentax didn't know how many 43/1.9 would be sold when it was
introduced. They couldn't decide how many to make till it hit the market for
awhile. However, they thought it would be limited production since it was
such an expensive standard lens, they just didn't know how many at the time.
Unfortunately, or fortunately, the original 43/1.9 was sold like hot cakes
and Pentax hit a gold mine! They couldn't resist but keep manufacturing the
43/1.9 till.... as we all know now. The problem is, the word "Limited" had
already been printed on those lenses and they had no way to extract it. On
the other hand, the name "Limited" has become the hallmark and Pentax just
took advantage of it and keep introducing more Limited lenses. That's my
speculation anyway.  :)
