I doubt it was Ashcroft's doing, (not to defend him really, but), this kind of
behavior has been going on for years.  Mall's are not public places and most
have prohibited photographs for "security" reasons for a very long time.  They
are very inconsistent enforcing the rules unless a store owner complains.  I
think that they are really trying to avoid evidence for use in lawsuits.
