I think the mechanism on the bottom of the rewind shaft is sticky. There are
two levers that can stick. One, if out of place, will stop the shutter from
firing. I can't find the diagram that I have here - somewhere. If you remove
the bottom plate you'll see what I mean. Cleaning and lubrication is
probably all you need do - depending on how much the camera has been used of
course.
