The problem is with using boost without installing it. --with-boost is supposed to point to an installed Boost and does not appear to support using a 'staged' boost build. This is an issue with boost.m4 (https://github.com/tsuna/boost.m4). We are not using the latest version of boost.m4, but in my tests, the latest version did not help. You can try it if you like. If you want this fixed, please try the latest boost.m4, and if that doesn't help, please take it up with the author (tsuna).
