did you by happen to chance to look at http://www.powerdns.com/en/downloads.aspx

I suggest using either 
http://downloads.powerdns.com/releases/rpm/pdns-static-2.9.22-1.i386.rpm or 
http://downloads.powerdns.com/releases/rpm/pdns-static-2.9.22-1.x86_64.rpm


I personally use those rpms on rhel5u4 and have been using those rpms that bert 
has graceiously put up for quite some time.

No need for EPEL or anything.
