I swap databases between 2.9.21/22 and 3.0 in testing setups all the time. I 
have not run into trouble yet

However, depending on the subtleties of your configuration, there may be other 
surprises. I suggest giving 
http://doc.powerdns.com/changelog.html#changelog-auth-3-0 a read before you 
make the leap. If you're coming from 2.9.21, read 
http://doc.powerdns.com/changelog.html#changelog-auth-2-9-22 too.
