I first noticed this from the automated PowerDNS Recursor bulk test, which suddenly could only resolve 91.6% of domains successfully (96% is the norm) [1]. Our test set consists of the most popular domain names on the internet. The test usually terminates in 3 minutes but now takes 7. This might imply a level of stress on busy resolvers getting so many timeouts.
