Hi,
they just say it's strongly recommended. It's not mandatory and BTW would not
make sense when it's a container running under host system kernel (e.g. 2.6.x).
You might brake your container when installing this kernel package.

You need to install a metapackage to get the kernel upgraded: see
https://www.debian.org/releases/stable/i386/release-notes/ch-upgrading.en.html#newkernel
