pdns-recursor does not do that, and it's hard to understand what the benefit of 
that would be. The recursor only 'uses' those addresses by listening for 
incoming queries on them, so listening on an address which will not receive any 
queries (because it has not been assigned to any interfaces) does not cause any 
harm or consume any resources.
