PDT could have an incubator project, similar to webtools and other Eclipse
projects.

You'd have to go through the Eclipse process to have this project created.
The RAP project is doing something similar now too:
     http://www.eclipse.org/proposals/rap-incubator/

Another strategy is considering just having the code base in PDT but not
releasing it until it's stable. The only downside of this approach is that
the code will have to go through a full IP review before it can live in
PDT's repo. That's one advantage of having the sister incubator project as
you can take advantage of the incubation status to not have the full IP
review until release time.
