I'm having some problems troubleshooting a server I'm throwing together and I seem to have worked myself into a corner.  I thought I might as well see if any of you have any ideas as to who I should talk to or what I should try next.  Following is a rundown of my current state and everything I've tried to get this thing off the ground.  I've spent way too much time on this and I don't have the necessary parts to troubleshoot down to any one problematic piece of hardware - willing to pay the lucky tech that gets this thing flying.  BTW -  the server will be running Fedora c3, so I guess it kind of pertains, right?

CPUs: 2x XEON Nocona core 3.2GHz CPUs 1MB 800MHz fsb
RAM: 2x 1GB Corsair TwinX 400MHz XMS3200R
MB:  Tyan Tiger S5350 (standard, not 1-U) http://tyan.com/products/html/tigeri7320.html
PowerSupply: Zippy PSL-6701P (from recommended list)

Can't get motherboard to power up with simplist hardware configuration.  With 1 CPU in slot1, ATX24-pin and 8pin connected, heatsink fan connected to CPUFAN1 (no keyboard, no mouse, no video).  The power supply fan spins once when activated, nothing on the board spins.  Oddly, plugging the CPU fan into CPUFAN2 or any other fan header the fan will spin once when the power supply fan spins, but then nothing.  Tyan tech says that this suggests that stand-by power is getting to the board, but the board is still unable to power up completely.

Different Configurations tried:
1. Multiple CPU configurations - Either in slot1, both in tandum.
2. With/Without RAM.  RAM in slots B-DIMM1/A-DIMM1.  RAM in slots B-DIMM4/A-DIMM4.  Tyan tech says that the board should only run with 2 sticks in at a time.
3. The board is designed to take 333MHz ram, but tyan tech says that 400MHz should be fine.  Tried with 2 1GB sticks of generic 266MHz to verify that this wasn't the problem.
4. Tried to power up inside chassis completely secured down, outside of chassis on static bag, outside of chassis on mb box.
5. Clear CMOS via jumper, clear CMOS by taking out the battery multiple times (in and out of chassis).
6. Tried to power up by shorting pins 6 and 8 with a screw driver (isolating mb from chassis).
7. Tried 2 other power supplies -
    Enermax 550WATXEG651P-VEFM: Actually powered up and spun all of the fans, but wouldn't post.
    Enermax SP|550WEG651AX-VH:  Same results as ZIPPY.
8. Tyan tech initially told me that if I startup with just the power and one fan (no CPU no nothing) then the fan should spin.  The next tech guy I talked told me that the fan won't spin without a CPU in slot1.
9. Tried to power up with/without the CPU sink back harness (making sure the harness isn't shorting).
10. Multiple wall sockets.

Things that tyan suggests I try:
Different power supplies (? though, I've tried 3).
Different CPUs (? The chances of us getting 2 bad CPUs is extremely small, but it's within the realm of possibility - it'd be nice to rule this out).
I'd like to get 24-20 pin ATX adapter so I can verify the power supply powers a standard desktop board.

I recently sent the MB back to tyan and they checked it and said the board was fine.
