Yes. Exhibits only registration is free.
If you are volunteering to do booth duty, you get an Exhibits
Only registration for that ( or at least, that is what happened two
years ago). To play it safe, you ought to apply for the free Exhibits
Only pass yourself and not depend upon getting the Exhibits Only pass
you expect to get as a PDXLUG member.
