Yes, we are doing FOSCON again this year.  There is also another similar event of sorts planned call OSCamp ( http://www.oscamp.org), which is being organized by members of a couple of different groups and sponsored to some degree by O'Reilly (it's free, though, and not really part of OSCON).

We're still in the very early planning stages for FOSCON, but so far the discussion has been that FOSCON would be a ruby-oriented event similar to last years and that we would participate in OSCamp for more of a cross-interest thing. We're not sure of the format for FOSCON, yet, but one possibility we've discussed has been to invite people who's ruby talks were rejected for OSCON (there were apparently a LOT of proposals submitted and many good ones got turned down simply because there wasn't room).
