It's a function of standards that are crafted around the state of the art in media, drives and burners.
Depending on sector mode, a standard CD should have either ~600 or ~650 MB capacity.
There are CD-Rs available that provide ~7000MB capacity by breaking the standards. I wouldn't recommend non-standard media for anything mission-critical, but they may be just the trick for what you're doing.
