Anyone who has the shared username/password for the pdxruby.org
hosting account can edit the htpasswd file that subversion uses.

(BTW, I'm one of those people, and more than happy to set up commit accounts.)

Both of these are similarly driven from the normal hosting account
shell login, so it shouldn't be a problem.
