Just writing it for myself. I once had a PHP script that did something
very simple. It iterated through the file system and produced a list of
images in a given directory. This was all I needed to be able to stuff
images onto my server and then have an easy place to go find them to send
links to relatives, etc.
What I can say is that none of them are able to do everything themselves
and I don't think that is even possible unless you decide to
reimplement the GIMP in your code.

No. The goal would be simply to show or page through all images in X
directory. If it could accept uploads of images that would be a bonus. All
stored on the filesystem, of course. I like my apps simple and easy. I
don't need captions or anything fancy. Just a place to stash and easily
retrieve photos. If it were integrated with my site (which currently runs
typo) then all the better.
