Sending to the main list in case anyone missed this.

Do you want to hack on the website but haven't because you don't want to 
deal with setting up a development environment?  Wait no longer!

The doc/POSTGRESQL file has some really simple steps for getting a 
standalone postgres server and webrick started.  No need to polute a 
running db cluster with the site stuff, or deal with which user is 
authorized to run the db (debian has a postrges user, which makes it 
difficult to admin the db during development, etc.)

You'll still have to sort out the dependencies, and no it doesn't work 
this way on windows.

Anyway, now you can bootstrap the site on your laptop in 2 minutes 
instead of 2 hours.
