Tim,
Running tests on a larger Rails project puts it through it's paces
pretty well, and in Activity Monitor, it looks like PostgreSQL
requires about 5mb of physical RAM, while Ruby requires about 20 MB.

As long as you have a couple of gigs of swap-space, you should be fine.

As far as Textmate goes, try that free 1 month usage, and see if you
don't buy it. Unlike every other editor I've used, it is very hard to
fluster the syntax highlighting in it. And if you're the type to dig
below the surface, the macro support etc is pretty powerful.
