Naomi, The scoring depends a lot on which version you are wanting to use (meaning the choice at the beginning from around 12 different game types). Because there are so many variations on the rules, I don't incorporate a solver that finds the minimum number of moves for arbitrary problems. Some of the problem sets have published the minimum solution moves, and where possible I include those. For some of the rule sets, the problem space has also been published so I have minimum moves between any pair of positions. But for some versions, we know the standard start/end but not the minimum number of moves. In those cases, I use a dummy value, which is where the -24 is probably coming from. For the 'score', this is only really useful when you allow restarting and require solutions that are produced with the minumum number of moves. This counts how many tries it took them to get the best solution; 3 if they got it on the first try, 2 if on the second, 1 if on the third, and 0 if they didn't get it by the third try.
You should look at the different published versions we implement to see which one you are most interested in using. Probably the tol-dx is one of the most standard sets with the good psychometric data: Culbertson, W. C., & Zillmer, E. A. (1998). The Tower of LondonDX: A Standardized Approach to Assessing Executive Functioning in Children. Archives of Clinical Neuropsychology, 13(3), 285-301. doi:10.1016/S0887-6177(97)00033-4 The versions differ in how much they focus on pre-planning versus sort of intuitive solving, and you should consider the specific modes you care about.
